一、项目背景

重庆理工大学是中国最早开设知识产权本科专业的院校之一，中国国家知识产权培训（重庆）基地——重庆理工大学是经中国国家知识产权局批准在重庆设立的唯一的知识产权人才培训机构。重庆理工大学重庆知识产权学院作为中国中西部地区最早设立的知识产权学院，具体负责知识产权本科专业、知识产权管理硕士点、MBA（知识产权与科技管理方向）、中国国家知识产权培训（重庆）基地、“一带一路”知识产权与创新发展研究院的建设和运行。

秉承“和平合作、开放包容、互学互鉴、互利共赢”的丝绸之路精神，为了促进中国与“一带一路”沿线国家在知识产权创造、运用和保护方面的交流，推动知识产权制度在更大范围、更高水平、更深层次的合作，共同打造开放、包容、均衡、普惠的知识产权与创新发展合作架构，中国国家知识产权培训（重庆）基地——重庆理工大学申请并获批“重庆市人民政府外国留学生市长奖学金丝路项目”。

该项目曾于2019年举办，共有来自英国、波兰、俄罗斯、乌克兰、埃及、埃塞俄比亚、泰国、老挝、印度尼西亚等14个国家的学员参加。2021年，本项目拟面向“一带一路”沿线国家招收学员24人，通过网络方式参加“一带一路”创新与知识产权保护中高级管理人员研修班项目学习。

二、目标

本项目旨在为学员提供知识产权与创新发展的国际化视角，深入讨论知识产权创造、运用和保护实践。具体体现为让学员充分掌握知识产权理论知识、知识产权典型案例、企业知识产权管理实践以及知识产权国际保护经验。

三、项目概况

1、举办形式和时间

特别提示：

（1）本次课程为网络教学，直播时间以北京时间为准。

（2） 与北京时间时差在2个小时以内的，请参加线上直播教学。

（3）与北京时间时差2个小时以外的，只提供录播课程视频。

来自中国高校、中国国家知识产权局、法院、企业等部门的知识产权资深专家。

4、主要课程内容

（1）理论教学

主要分为专业教学和中国历史和文化简介。专业教学主要内容涉及中国知识产权与创新发展、我国及重庆知识产权发展动态、专利法、商标法、著作权法、反不正当竞争法、地理标志、新型知识产权、企业知识产权管理实务、中国知识产权运营实践、中国知识产权保护等内容。同时还包括中国历史与文化、重庆历史与文化、重庆非物质文化遗产、中国文化体验等内容。

（2）实践教学

通过“在线直播+录播云平台”授课教学，组织、督促学员线下实操。主要由学员进行专利检索、专利分析、商标检索、版权登记、模拟庭审等环节组成。

（3）特色活动

①“一带一路”国家知识产权制度在线研讨会。邀请与中国时差同步或趋近同步的学员与国家知识产权局、重庆知识产权局、企业代表共同分享各自国家的知识产权法律制度和企业知识产权管理经验；搭建重庆企业与“一带一路”国家沟通和交流的平台；现场为重庆企业解决知识产权问题。

②结业案例展示。学员运用所学知识探讨中国新近发生的案例，充分展示一个月的培训效果。  

4、结业要求和证书

四、申请事宜

1、申请要求

（1）身心健康的“一带一路”沿线国家人士；

（2）1年以上从事知识产权工作经历，年龄不超过45周岁；

（3）英语水平：具有正常生活学习交流的中等英语水平；

（4）能自觉遵守中国的法律法规和重庆理工大学的相关规定；

（5）具有通过网络进行在线学习的条件；

注意：请充分考虑与中国的时差问题。

截至2021年9月20日。

（1）《重庆理工大学外国留学生入学申请表》

申请者个人普通护照复印件（个人信息页）；（用于核实身份，如无，建议提供有法律效力的身份证明）。

（2）最后学历证明复印件

（4）中国驻外使领馆认证的无犯罪记录证明

注：除上述申请材料外，必要时重庆理工大学国际合作与交流处可要求申请者提供补充材料。无论录取与否，以上申请材料一律不予退还。

六、录取与注册

重庆理工大学对申请材料真实性、申请人资格进行核查，一经发现弄虚作假的情况，将不予受理申请。重庆理工大学重庆知识产权学院对申请人的学业成绩、学术成果、经济能力、学历背景、语言能力等开展考核评价。

重庆理工大学将根据规定公示拟录取学生名单。

学校将拟录取学生的相关资料提交上级部门审批。

审批通过后，学校通过电子邮箱发送正式的《重庆理工大学录取通知书》给申请人。被录取者应持普通护照、《重庆理工大学录取通知书》按通知书上规定的时间在线上办理入学报到手续等相关手续。

Admission Guide to 2021 "One Belt One Road" Online-Seminar on Innovation & Intellectual Property Protection for Intermediate & Senior Managers

A. Project Context

Chongqing University of Technology is one of the first universities in China to offer undergraduate majors in intellectual property. The National Intellectual Property Training (Chongqing) Base of China-Chongqing University of Technology is the only intellectual property talent training institution established in Chongqing with the approval of China National Intellectual Property Administration. Chongqing Institute of Intellectual Property under Chongqing University of Technology, as the earliest intellectual property school established in the central and western regions of China, is responsible for construction and operation of undergraduate majors in intellectual property, master's degree in intellectual property management, MBA (intellectual property and technology management), and China's National Intellectual Property Training (Chongqing) Base, "One Belt One Road" Intellectual Property and Innovation Development Research Institute.

Adhering to the Silk Road spirit of “peaceful cooperation, openness and tolerance, mutual learning, mutual benefit and win-win result”, China’s National Intellectual Property Training (Chongqing) Base -Chongqing University of Technology has applied for "Chongqing Municipal People's Government Mayor Scholarship for Foreign Students of Silk Road Project" and been granted with an aim to promote the exchanges between China and countries along the “Belt and Road” in creation, application and protection of intellectual property rights and promote the development of the intellectual property system at larger scale, higher level, and deeper level of cooperation for an open, balanced, and inclusive intellectual property and innovation development cooperation framework with joint effort.

The project was held in 2019, with participants from 14 countries including the United Kingdom, Poland, Russia, Ukraine, Egypt, Ethiopia, Thailand, Laos, and Indonesia. This project plans to recruit 24 trainees from countries along the “Belt and Road” regions in 2021 to participate in the “Belt and Road” online-seminars on innovation and intellectual property protection for intermediate & senior managers.

B. Objectives

This project aims to provide students with an international perspective on the development of intellectual property and innovation, and to discuss in-depth intellectual property creation, application and protection practice, offering the trainees intellectual property theoretical knowledge, typical intellectual property cases, corporate intellectual property management practices, and experience in international intellectual property protection.

C. Project Overview

1.Time & Teaching Arrangement

Special Notes:

(1) This course is online teaching, and the live broadcast time is subject to Beijing time.

(2) If the trainees’ local time difference with Beijing time is within 2 hours, please participate in online live teaching.

(3) In the case of a time difference of more than 2 hours from Beijing time, recorded course videos will be provided only.

Senior intellectual property experts from Chinese universities, China National Intellectual Property Administration, courts, enterprises etc.

4. Major Curricula

（1）Theory Training

The courses are mainly divided into professional teaching and introduction to China, history and culture. Professional teaching involves the development of China's intellectual property and innovation, the development of intellectual property rights in China and Chongqing, patent law, trademark law, copyright law, anti-unfair competition law, geographical indications, new intellectual property rights, corporate intellectual property management practices, and Chinese intellectual property right operation practices, China's intellectual property protection, etc. China’s history and culture, Chongqing history and culture, Chongqing intangible cultural heritage, Chinese cultural experience, etc. are included in the curricula as well.

（2）Practice Training

Organize and supervise the offline practice operation by students through the "online live broadcast + recording cloud platform" teaching arrangement. This step is to instruct trainees to conduct patent search, patent analysis, trademark search, copyright registration, and mock trial.

（3）Featured activity: 

① "One Belt One Road" online seminars on national intellectual property system . Invite trainees whose time difference is close to China Time to share with the China National Intellectual Property Administration, Chongqing Intellectual Property Office, and enterprise representatives regarding national intellectual property legal system and enterprise intellectual property management experience of their respective countries, and establish communication platform between Chongqing enterprises and the "Belt and Road"countries, address intellectual property issues for Chongqing enterprises on the spot.

② Graduation case display. The trainees shall apply the knowledge they have learned from this training to explore recent cases in China, and fully demonstrate the achievement of the one-month training.

1.Application Requirement

（1）Healthy friends from countries along the “Belt and Road” regions who are familiar with and friendly to China;

（2）More than 1 year of working experience in intellectual property rights, under the age of 45;

（3）English Proficiency Level: Intermediate Level for regular learning，living  and communicating in English;

（4）Able to abide by Chinese laws, regulations, and relevant regulations of Chongqing University of Technology;

（5）Have the access to online learning through Internet.

Note: Please fully consider the time difference with China Time.

（1）"Chongqing University of Technology Application Form for Foreign Students"；

（2）A copy of the applicant's ordinary passport (personal information page); (used to verify identity. It is recommended to provide a legal identity certificate if passport is not available)；

（3）Copy of the final academic certificate；

（4）Recommendation letter from the applicant’s working place；

（5）Certificate of Non-criminal Record certified by the Chinese embassy abroad.

Note: In addition to the above application materials, the International Cooperation and Exchange Office of Chongqing University of Technology may require applicants to provide supplementary materials when necessary. The above application materials will not be returned regardless of admission result.

F. Admission and registration

Chongqing University of Technology will verify the authenticity of the application materials and the qualifications of the applicants. Any falsification found shall lead to rejection of the application. Chongqing Institute of Intellectual Property, Chongqing University of Technology shall conduct assessment and evaluation of applicants' academic performance, academic achievements, academic background, language proficiency, etc.

Chongqing University of Technology shall release the list of students admitted in accordance with regulations.

The university shall submit relevant materials of the students to higher-level department for approval of admission.

Once admitted, Chongqing University of Technology shall send an official "Chongqing University of Technology Admission Notice" to the applicants via email. Admitted applicants should use ordinary passports and the "Chongqing University of Technology Admission Notice" to finish relevant procedures for admission online within the time specified in the notice.
